Campaign Against Summer Hunger Program- Superintendent White reminded the public that food and/or cash donations can be made until May 10, 2014. More information on this program can be found at allfaithsfoodbank.org.

Preliminary Budget Update - Superintendent White reported that she was disappointed to learn that the final conference budget figure for our district is less than our lowest projection. Although we were prepared to use approximately $4 million out of our reserves, it will now need to be about $5.8 million. Everyone is on notice that next year will again be another tight year for us. This will be discussed further at the next work session.

11. APPROVAL OF AGREEMENTS BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA, AND THE SOUTH COUNTY YMCA TO PROVIDE CHILD CARE SERVICES
Description
The South County Family YMCA agrees to provide child care services in conformance with 65C-22, Florida Administrative Code, "Child Care Standards" at Laurel Nokomis.

This agreement is a collaborative effort to provide a seamless articulation system for Tampa Bay Area High School and Adult Technical students to continue their education at the technical center and community college level.

14. APPROVAL OF AGREEMENT BETWEEN THE LITERACY COUNCIL OF SARASOTA, INC. AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA BY AND THROUGH THE SARASOTA COUNTY TECHNICAL INSTITUTE
Description

The School Board, by and through its Sarasota County Technical Institute (SCTI), provides adult education services in Sarasota County and the Literacy Council has agreed to provide tutoring services for adult students at the SCTI Newtown campus.

17. APPROVAL OF THE PINE VIEW SCHOOL FIELD TRIP TO OVERLAND PARK, KANSAS ON JUNE 14, 2014 THROUGH JUNE 21, 2014
Description

Students on the Speech & Debate team will compete a the National Forensic League National Championship competition.

That the Pine View School field trip to Overland Park, KS, on June 14, 2014 through June 21, 2014, be approved.

18. APPROVAL OF BOOKER MIDDLE SCHOOL FIELD TRIP TO WEST POINT, NY, ON JUNE 2, 2014 THROUGH JUNE 5, 2014
Description

Two students are invited to a West Point STEM Robotics Workshop in West Point, NY from June 2, 2014 to June 5, 2014.  This opportunity is possible through the College for Every Student Program at Booker Middle School, which is funding the trip for the two students and a teacher.



Recommendation
That  Booker Middle School's field trip to West Point, NY, on June 2, 2014 through June 5, 2014, be approved.

19. APPROVAL OF SARASOTA MIDDLE SCHOOL FIELD TRIP TO NATIONAL HARBOR, MD, ON JUNE 26, 2014 THROUGH JULY 1, 2014
Description

Sarasota Middle School TSA students and their advisor will attend the National Conference in National Harbor, MD.  Students will compete nationally in events that are based on the State Standards for Career and Technical Education.



Recommendation
That Sarasota Middle School's field trip to National Harbor, MD on June 27, 2014 through July 1, 2014, be approved.

EXPULSIONS

20. APPROVAL OF EXPULSION CASE NO. 13-364
Description

The student listed in Expulsion Case No. 13-364, is in violation of an accepted Expulsion Settlement Agreement for alternative school placement.  On April 18, 2013, the student listed in Expulsion Case No. 13-364, violated School Board Policy 5.34(1)(G), Repetitive Disruptive Behavior.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until June 3, 2014.

 



Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, the holding of a hearing have been waived by the student/parent, the recommendation as specified in Expulsion Case No. 13-364, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately for the remainder of the 2013-2014 academic year.

Description
The student listed in Expulsion Case No. 14-168, is in violation of an accepted Expulsion Settlement Agreement for alternative school placement.  On December 16, 2013, the student listed in Expulsion Case No. 14-168, violated School Board Policy 5.34(E), School-Wide Disruption/Bulling.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until February 3, 2015.

That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 14-168, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately for the remainder of the 2013-2014 academic year, the 2014 summer session, and until February 3 of the 2014-2015 academic year.

MATERIALS MANAGEMENT

29. APPROVAL TO AWARD BID #14-0008 FOR PAINTING SERVICES - DISTRICTWIDE
Description
Bids to provide 'Painting Services - Districtwide' were received from five vendors on April 8, 2014.  The bids of Boro Building and Property Maintenance, Mailloux and Sons, Inc., and Service Painting of Florida were the best low bids meeting the advertised specifications.  This bid is for a period of one year with the option to renew for two additional one-year periods.  Funds for these purchases are contained in the transfer from capital budget allocated to the Facilities Services Department.

Recommendation
That the bids of Boro Building and Property Maintenance, Mailloux and Sons, Inc., and Service Painting of Florida, to provide 'Painting Services - Districtwide' in an amount not to exceed $900,000.00, be approved as presented.

30. APPROVAL OF CLASSIFICATION OF INOPERATIVE EQUIPMENT AND FURNITURE AS PROPERTY TO BE DELETED
Description
The custodians of the property (cost center heads) have certified it to be traded in on new equipment, unaccounted for, not repairable or otherwise inoperable.  Property still on hand after reallocation will be salvaged for any useful parts and then sold at auction.

Recommendation
That the classification of equipment and furniture, as property to be deleted, be approved.

31. APPROVAL TO AWARD BID #14-0049 FOR SCHOOL UNIFORM SHIRTS AND JACKETS
Description
Bids to provide 'School Uniform Shirts and Jackets' were received from ten vendors on April 9, 2014.  The bids of American Apparel Design and Logo HQ Promotional Products were the best low bids meeting the advertised specifications.  Reasons for not selecting the apparent low bid are included with the bid tabulation.  This bid is for a period of one year with the option to renew for two additional one-year periods.  Funds for these purchases are contained in the internal account budgets of the schools.   

Recommendation
That the bids of American Apparel Design and Logo HQ Promotional Products, to provide 'School Uniform Shirts and Jackets' in an amount not to exceed $60,000.00, be approved as presented.

CONSTRUCTION

32. APPROVAL TO EXTEND THE SIX (6) DESIGN/BUILD NON-EXCLUSIVE CONTINUING CONTRACTS FOR AN ADDITIONAL ONE (1)-YEAR PERIOD
Description

The six (6) contacts for these services were Board approved on 4/12/2012 (Item#26).  Per Article 1.1 of the agreements: "This agreement, at the Owner's discretion, is renewable for an additional one (1)-year period at mutually agreed rates and conditions: Staff is recommending exercising the option to continue these contracts for the additional one (1)-year period.



Recommendation
That the extension of the six (6) design-build non-exclusive continuing contracts for an additional one (1)-year period be approved as presented.

33. APPROVAL OF THE DELETION OF PORTABLES 99-644, 99-665, 99-666, 99-678 AT HERON CREEK MIDDLE SCHOOL AND PORTABLES 99-181, 99-187, 99-256, 99-307, 99-340, 99-360, 99-389, 99-684, 99-696 AT SCTI SOUTH/TRIAD
Description

The Long Range Planning office has determined that these relocatable classrooms are no longer needed by the District. The specified portables recommended for deletion have been inspected by Construction Services and Facilities Services staff and are deemed to be no longer economical to maintain or renovate.  These portables are currently being utilized for various purposes as cited on the enclosure.  Funds for demolition are available in the capital projects account.



Recommendation
That the deletion of Portables 99-517, 99-644, 99-645, 99-665, 99-666, 99-678 at Heron Creek Middle School and Portables 99-181, 99-187, 99-256, 99-307, 99-340, 99-360, 99-389, 99-684, 99-696 at SCTI South/TRIAD from the F.I.S.H. inventory for the demolition, be approved as presented.

34. APPROVAL AND/OR RATIFICATION OF CONSTRUCTION SERVICES' CHANGE ORDER(S)
Description

The Construction Services' Change Order(s) are summarized on the enclosure for ease of review.  These change orders collectively total a decrease of ($420,753.56) in gross contract dollars.

Included in these change orders are ($698,274.90) credit for Direct Material Purchases; the corresponding Direct Material Purchase Orders of ($657,209.28) result a net of $41,065.62 in sales tax savings.

Description
The Superintendent's Financial Statements for the month ending March 31, 2014 does not reflect any unexpected trends for the third quarter of the 2013-2014 fiscal year.  Expenditures are anticipated to exceed revenues at year end in the General Fund because of the use of unassigned fund balance included in the adopted budget.
